Eagle eye folks have found out the codes inside the iOS 5 SDK which suggests that OTA Software updates will come over 3G network.

The hinted code suggests that certain iOS updates will come through the 3G network and allow you to download, it also suggests that small iOS updates like 5.1.1 will come over 3G network but the 5.1 will come over on Wi-Fi network. In addition to it, they have founded the other piece of code which hinted that OTA updates will only begin when your device has enough memory and battery life to perform the whole work.
