Few months before Cydia was updated to 1.1.0, if you haven’t forget it. That update was a Major update made to Cydia by Saurik the Dev behind it. In the update of 1.1.0, Cydia was made faster and smoother than before and less buggy while dealing with errors.
Today Cydia got another update to new version which is 1.1.2. No change log seems to be present for this release, as this is a minor release so we can expect some bugs fixed and speed improvements made in this update.

New versions of Cydia are often posted like this to prepare for new platform features related to jailbreaks, like the unionfs work that comex has been documenting recently: these changes are largely untested and users upgrading to version 1.1.2 of Cydia without an explicit recommendation to do so are doing so at their own peril.
The reason that these files are placed in public is in order to make it simpler for the mechanisms of testing things, so version numbers do not need to be changed later in the process. However, that was obviously a mistake: people now scour this server looking for “updates” and then publish articles about “releases”, which is ludicrous.
